Some TV shows English Subtitles are captioned, and some are not. This may depend on the age/timeframe of the original program creation and/or it’s distribution after creation, and whether the content creators or broadcasters chose to pay for later captioning.

Captioning is encoded in the Second Audio Program band, and has only been done for about the last thirty years. Many current TV sets carry an option to view the captions provided by the original program creators. This is set in the TV set preferences, in some cases, directly via your remote control. Some subtitles or captions are available in a choice of languages. This may vary depending on your location in the world.

This feature is also often available in DVD films, depending on the content creator.

In some expanded content, audio physical descriptions are provided for the blind.

Technology has greatly improved this feature, and there are now semi-automated ways to create the subtitles/captions, making this much more affordable and available to news and media outlets for timely provision to daily content. As i know there are some craze about Latest Hindi movies in my area where peoples wants to see with English Subtitles.
